I purchased this item from a Buddhist altar shop in this condition, so I am unsure of the official product name or capacity.
It is a must-have for me when visiting graves and is very convenient. The images of it lit from the 5th onwards show just a small pinch (about 1cm rolled up) being lit, and this amount is sufficient to light incense sticks. The burnt residue is almost entirely charcoal and leaves very little, but be sure to extinguish the flame completely before burying or soaking it in water.
